Editorial Policy of Academic and Practical Journal “University management: Practice and Analysis”

1. General aspects

1.1. Journal “University Management: Practice and Analysis” was founded in 1997 and is a special periodical publication on university management.

The periodical is registered by Federal Agency on communications, informational technologies and mass media in Sverdlovsk region (registration certificate 66-00703 of June 09, 2011) and International Center ISSN (ISSN – 1999-6640).

1.2. The journal is published in a printed format 6 times a year with circulation up to 500 issues. Electronic version is available at the website umj.ru.

1.3. Mission of the journal: Improving university management in modern context on the basis of research and best practices of successful managerial teams, conducting seminars, conferences and meetings for university executives, creating informational resources on modernization and development of university management generally available in the Internet.

The journal publishes articles on relevant aspects of university management, presents advanced experience in university management, provides information about programs and projects in the field of university management.

1.4. Activities of the journal:

  • Publishing academic, practical and informational articles on relevant aspects of university management;
  • Publishing articles on development and implementation of university management projects;
  • Highlighting important events in university community and university development trends;
  • Providing information on publications on university management.

2. Policy of forming publication portfolio

2.1. Editorial board of the journal bases its policy of forming publication portfolio on copyright norms and related legal requirements provided by the Russian legislation, ethical principles supported by leading publishers of academic periodicals. Editorial board bears responsibility for making publication decisions based on authenticity, academic significance and relevance of materials.

2.2. Editorial board expects authors presenting materials for publication to follow certain principles:

  • novelty of research;
  • providing credible results;
  • objective discussion of research significance;
  • acknwkedging input from other perosons, obligatory references to works used by the author;
  • providing information from confidential sources only with permission of those;
  • presenting all participants who have made significant inout into the research as co – authors; approval of final version of the article by all co-authors and their complete agreement with its publication;
  • immediate feedback from authors once they find significant mistakes or inaccuracies in the publication; joint work with the editorial board on correcting mistakes or withdrawal of the publication as well as correcting inaccuracies and mistakes found by the editorial board.

2.3. Size of the articles is usually about 30000 – 40000 characters. Articles should fit the topic of the journal, meet internationals tandards for academic publications and have format stated by the rules. All texts must be well – written, proof-read and fit into the fedinition of academic style of speech. Incorrect choice and inaccurate presentation of information, facts, quotations, statistical and other data, geographical names and other information by the authors might lead to rejecting the material (also at the registration stage).

2.4. Together with articles authors can provide editorial board with short information on important events in the academic life (up to 15000 characters) and reviews of the most recent academic oublications (up to 16000 – 24000 characters). Reviews of books ublished in preceding or current years are accepted till September 1. After that date we accept reviews obnly for boosk published in the current year.

2.5. Sending an article to the journal University Management: Practice and Analysis the authors agrees to its publication in the journal and providing open access to it at an officialweb page of the journal in the Internet; providing access to the article (including references, bibliographic information, etc.) to people who are entitled to have such access or other people with the aim of providing quoting opportunities and improving quotation index of the author and the joural.

2.6. Decision on publication is made by the editorial board which can eccept the article, reject it or recoommed altering the article.

2.7. Editorial board reserves the right to shorten and make editorial alteration in themanuscript.

2.8. Materials published in the journal reflect personal opinion of the author which may not coincide with the opinion of the editorial board.

2.9. All manuscripts are checked for plagiarism using special software: if plagiarism is discovered editorial board might reject he manuscript depending on the situation.

3. Reviewing procedure for articles submitted to the editor’s office of the journal University Management: Practice and Analysis

3.1. All academic articles should undergo reviewing procedure.

3.2. Editor in chief defines whether the article fits the journal’s profile and presentation requirements and passes it on to an expert, PhD with relevant specialization.

3.3. Reviewers are informed about the fact that articles represent private property and contain information requiring discretion. Reviewers are not allowed to make copies of the article. Reviewing procedure is confidential.

3.4. Duration of reviewing procedure is defined by the editor in chief.

3.5. Review should contain the following information: ) whether the content of the article coincides with its title, ) extent to which the article meets modern accomplishments in the relevant academic field, ) evaluation of material presentation, ) expediency of article publication, ) detailed description of strong and weak points of the article.

3.6. Reviewing procedure is anonymous. Author of the article can get acquainted with the review. Anonymity breach is possible only if reviewer claims plagiarism or falsification of materials presented in the article.

3.7. If review contains recommendations on alteration and amendment of the article editor in chief send the text of the review to the author so that he or she could consider these recommendations in preparing new version of the article or provide solid refutation. Altered version of the article should be submitted for review.

3.8. If reviewer does not recommend publishing the article editorial board can send the article for further amendment or to another reviewer.

3.9. Final decision concerning publication of an article is made by an editorial board.

3.10. Once editorial board decides on publishing the article editor in chief informs the author about the positive decision on publication and the time of publication.
